Managing domain names

Domain name registration services are provided by RNIDS accredited registrars and include:

  • registering domain names
  • changing domain registration information
  • domain registration renewals
  • transfer of domain name registrations to other accredited registrars
  • changes of domain name registrant
  • activation of protection against public exposure of data on the registrant and the administrative and technical contacts for a domain
  • domain locking at the Registry level
  • domain registration terminations
  • other services in accordance with general enactments of RNIDS and the contract between the accredited registrar and RNIDS

Confirmation of registration and domain name data

As soon as the newly-registered domain name is activated, the registrant receives a system message from RNIDS by email which requires a response within 20 days – a click on the link to confirm registration and domain name data.

Should the registrant fail to respond within 20 days the registered domain name will cease to be active, which effectively means that the website at that location will no longer be visible and email addresses on the domain will cease to function. This is only temporary, until the registrant confirms the registration and domain name data.

The e-mail address of the registrant and administrative contact is the item of information by which the registrant and the administrative contact identify themselves to RNIDS and it is their obligation to maintain it in an active state and keep it updated throughout the registration period for the domain name.

Changing domain name registration information

If any of the domain name registration information changes, the registrant must, within 15 days of the change at the latest, through the accredited registrar, submit an application to RNIDS to change the domain name registration information.

RNIDS may at any time, either independently or in cooperation with the accredited registrar, verify the authenticity of registration information. If it is determined beyond reasonable doubt that domain name registration information is incorrect or incomplete RNIDS may, via the accredited registrar, request that the registrant set the domain registration information in order. Should the registrant fail to respond to this request and set the domain registration information in order, this domain name will cease to be active. Data is considered inaccurate or incomplete if this is shown to be the case beyond reasonable doubt in the course of verification and the registrant fails to put them in order within the required time frame.

Where a valid application has been submitted, RNIDS must carry out the change to the domain data, as a rule immediately, or at the latest within 60 working days of the day of receipt of the application by the accredited registrar.

Changes to domain name registration information are made when RNIDS enters the changes into the registry of national Internet domain names.

RNIDS has the right to change domain name information pursuant to a legally binding judicial decision, the decision of an authoritative alternative dispute resolution body or if the change is necessary to maintain the operational stability of the Internet.

Renewal of a domain name registration

The registrant submits an application to RNIDS, through their chosen accredited registrar, for extension of the registration of a domain name. The total period for which a domain name can be registered cannot be longer than 10 years. An renewed registration begins after expiry of the current registration.

On expiry of the registration period, the domain name is inactivated. The registrant has a redemption period of 30 days in which to renew the registration of the domain name, after which, if renewal is not carried out, it is deleted from the registry of national Internet domains.

If the registrant renews the registration during the redemption period, the renewed registration begins from the time of expiry of the previous registration.

Transferring domains between accredited registrars

The registrant has the right to transfer the domain names he or she has registered to another RNIDS accredited registrar (AR). A change of AR is carried out on application by the registrant by the procedure explained bellow. 

Parties to the domain name transfer are the registrant, the AR currently responsible for the registration (the current AR) and the AR which is to assume responsibility for the registration (the selected AR). Transfer of a domain name to a new AR is done as follows:

  • The registrant or administrative contact identifies themselves to the current AR and submits an application for a domain transfer authorisation code to be generated.
  • The current AR establishes the identity of the applicant and verifies that the application and agreement are complete and valid. If the AR determines that the application or agreement are incomplete or invalid they are returned to the applicant for correction. If the application is complete and valid the current AR applies to RNIDS via the registration system for transfer of the domain name.
  • If the application is successfully validated, the registration system automatically generates an authorisation code for transfer of the domain, which is sent via email to the administrative contact, while the current AR is notified that the domain name transfer authorisation code has been sent.
  • The administrative contact or registrant supplies the received domain transfer authorisation code to the selected AR as part of their application for transfer of the domain name.
  • The selected AR enters the authorisation code into the registration system, where its validity is automatically checked. If the entered authorisation code is successfully validated, the change is made in the registry database. As of that moment the domain name is considered transferred and the selected AR takes on responsibility for registration of that domain name.
  • RNIDS notifies the administrative contact and the selected and current AR via the registration system of the successful completion of the domain name transfer.

Should the current AR fail to provide the registrant with an authorisation code for the transfer of the domain name, the procedure is as follows:

  • The registrant or administrative contact identifies themselves to the selected AR and submits an application for a domain name transfer to the second AR.
  • The selected AR establishes the identity of the applicant and verifies that the application is complete and valid. If the AR determines that the application is incomplete or invalid it is returned to the applicant for correction. If the application is complete and valid the selected AR applies to RNIDS via the registration system for transfer of the domain name.
  • If the application submitted through the registration system successfully verified as being valid and complete, the current AR receives a request for a transfer authorisation code to be generated. If the current AR accepts the request, the registration system automatically generates a transfer authorisation code which is sent via email to the administrative contact or registrant. If the current AR fails to respond to the request within 7 days, a request for a transfer authorisation code to be generated is sent to RNIDS for approval. RNIDS generates an authorisation code and sends it to the administrative contact or registrant.
  • The administrative contact or registrant supplies the transfer authorisation code from the previous step to the selected AR as part of their application for transfer of the domain name.
  • The selected AR enters the authorisation code into the registration system, where its validity is automatically checked. If the submitted application is successfully validated, the change is made in the registry database. As of that moment the domain name is considered transferred and the selected AR takes on responsibility for registration of that domain name.
  • RNIDS, via the registration system, notifies the administrative contact and the selected and current AR of the successful completion of the domain name transfer.

Changing the registrant for a domain name

A change of registrant can be carried out on the basis of:

  • a request by the registrant
  • a decision by the Committee for the Resolution of Disputes Relating to the Registration of National Internet Domains
  • a legally-binding decision by a relevant court

In the event of a request on the part of the registrant, the application for a change of registrant is sent to RNIDS via the AR responsible for registration of that domain name. RNIDS carries out the transfer of the domain name registration immediately, or within 60 working days at the latest on receipt of a valid application, whereupon the previous registrant terminates their contract with RNIDS and the new registrant enters into a contractual relationship with RNIDS, accepts the General Terms and takes on all rights and obligations of the previous registrant arising from this contractual relationship.

A change of registrant is carried out by the following procedure:  

  • The current and new registrant identify themselves to the AR. The current registrant applies to the AR for a change of domain registrant, while the new registrant supplies the AR with the essential data for the domain, just as for a new registration.
  • The AR verifies the identity of the current and new registrant, and the completeness and validity of the application and the data supplied. If the AR determines that the application or data are incomplete or invalid they are returned to the applicant for correction. If the application is complete and valid the AR applies to RNIDS for transfer of the domain name registration via the registration system.
  • If the submitted application successfully passes verification for completeness and validity, the registration system automatically generates an authorisation code for a change of registrant which is sent in the form of a hyperlink by email to the current and the new registrant, as well as a completed agreement form for transfer of the domain to the new registrant, which is sent by email to the current registrant. RNIDS sends the AR notification via the registration system that the registrant change authorisation code has been sent.
  • The registrants (current and new) check the validity and accuracy of the application and approve the initiated changes with a click on the hyperlink from the previous step. The current registrant approves the agreement document by way of a handwritten or electronic signature. If any of the registrants determines that the application is incorrect or invalid he or she may void it with a click on the appropriate hyperlink. The current registrant sends the agreement document to the AR.
  • If the submitted agreements successfully pass verification of completeness and correctness, RNIDS approves the application for a change of domain name registrant. Otherwise the registrant change application is rejected and RNIDS informs the current registrant, via the AR, of the steps they need to take before submitting a new change of registrant application.
  • RNIDS charges the account of the AR for the amount of the fee for processing of the domain registration transfer application. If the AR has sufficient funds in their account, the new data are entered into the registry database. As of that moment the change of registrant is deemed to have been successfully completed.
  • RNIDS sends the OR information via the registration system on whether the application has been accepted or rejected. The AR notifies the old and the current registrant of the successful change of domain name registrant.

Termination of a domain name registration

A domain name registration is terminated if:

  • the registrant submits an application for termination of a domain name registration
  • the registrant does not extend the registration after expiry of the 30-day redemption period
  • the Committee for the Resolution of Disputes Relating to the Registration of National Internet Domains orders the termination of the registration
  • the termination of registration of a domain name is ordered by a legally-binding decision of the competent court
  • the competent public prosecutor orders the termination of the registration of a domain name by his/her own order
  • RNIDS determines, via special proceedings, that the domain name registration data are inaccurate or incomplete
  • the registrant loses the status of legal subject and if it doesnt provide the proof of a legal succession within a deadline defined by RNIDS, but not shorter than 15 days.
